BOARD MEETING MINUTES
WEKIVA GOLF VILLAS HOMEOWNERS’ ASSOCIATION
February 17, 2008
A board meeting of the Wekiva Golf Villas Homeowners’ Association took place on February 17, 2008, at the WGVHA pool on Albrighton Ct., Longwood, Florida.
John Ewseychik, president of the association, called the meeting to order at 10:00 a.m. Also in attendance were Jerome Bocquet, Vice President; John Carter, treasurer; Greg Clifford, secretary and Alan Misek, director.
Minutes from the 12-15-07 Board Meeting were approved.
John Ewseychik tabled discussion on the addition of a surveillance system, which would be prohibitively expensive and invasive of privacy. A vote was taken and the video surveillance project was rejected. Owners must understand that we are all responsible for the pool, and if anyone sees illicit activity such as vandalism, or simply trespass by a non-member – it is incumbent upon us to report to police. Last year was particularly bad for vandalism; if this year continues in that fashion, we will have to revisit security.
John Ewseychik brought forth the next item for vote – Landscaping Contract. Three professional quotes were reviewed. Dobson’s Wood and Water was lowest bid, although still higher than our current contractor. A vote was passed to begin service with Dobson’s on April 1, 2008.
Capital improvements required in upcoming years will require more funds than the WGVHA has. With increases in landscaping and maintenance, we are essentially breaking even on our annual operating budget. Fence between Pool and Viola properties is in immediate need of replacement. Pool deck replacement will be required in the next two years; John Ewseychik proposes using pavers which are more expensive in short term but will be permanent, unlike the current Cool Deck which needs to be replaced every 5-7 years. The parking lot needs to be replaced with concrete. These projects would deplete or surpass our reserves. No way to accomplish all of this without a special assessment.
Board votes to go forward with pavilion upgrade, cleaning and painting. John Ewseychik will get quotes on running electricity and installing ceiling fans.
Covenant compliance – there has been an outbreak of residents enclosing garages in violation of the WGVHA as well as Wekiva Hunt Club Homeowners Association. Three homes in the WGV have recently converted their garages. Notice of Violation has gone out from the parent association; this clouds the title to those homes.
Extension of the WGVHA Covenants – action must be taken by June 2011 to extend our Covenants for the next thirty years. John Ewseychik will consult with our attorney to begin this process.
It is noted that the master association recently sent out a letter to all WGV homeowners whose property includes a wall section on Wekiva Trail. Many homeowners had already cleaned and painted their wall sections and should not have received a second notice. John Carter presented the treasurers report. Many residents are late on their WGVHA dues.
Dues will have to go up in 2009 to $125 per quarter due to increased costs and lost revenue from two quarters of waived dues several years ago.
The 2008 budget was presented and approved.
