BOARD MEETING MINUTES
WEKIVA GOLF VILLAS HOMEOWNERS’ ASSOCIATION
November 24, 2009
A board meeting of the Wekiva Golf Villas Homeowners’ Association took place on November 24, 2009, at the WGVHA pool on Albrighton, Longwood, Florida.
Greg Clifford, president of the association, called the meeting to order at 7:09 pm. Also in attendance were John Carter, Elaine Curran and Steve Tretter. Andy Williams participated by telephone.
Greg Clifford read the minutes from the August 11, 2009 board meeting. Clarification was made to one paragraph. The minutes were then approved.
Elaine Curran presents her preliminary calculations for the 2010 budget for discussion. Assuming a 4% inflation on all bills, a greater increase in electricity, no recovery of the delinquent dues from the 110 W. York Ct foreclosure, no further delinquencies, and no increase in dues; the WGVHA will be running a deficit of about $600. Andy Williams states that Progress Energy has requested another rate hike of less than 10% for January 2010, which is expected to be approved when the governing board meets in March and would then be applied retroactively. Elaine notes that our electricity bill has recently spiked; last month’s usage was almost twice that of the month before, and this month is running more than double that of two months ago. Board agrees that something is amiss. Steve Tretter will investigate to see if the pool timer is broken, and barring a quick fix there, will contact Progress Energy for a site evaluation.
Based upon the preliminary numbers, the previously anticipated 5% increase for the 2010 assessment will bring the WGVHA budget back into surplus by about $250. Over the past two years, the lost funds from the 110 W. York Ct bankruptcy and foreclosure have resulted in budget deficits, and thus a drawdown on reserves. In this time of economic trouble, the board has deferred many repair and capital improvement projects, such as: much-needed pool deck replacement, ceiling fans in the pavilion, repositioning of fence / creation of shaded picnic area behind pavilion, and sod replacement along Albrighton. In several situations, board members have done repairs themselves to avoid labor costs on items such as: exterior floodlight bulb replacement, installation of GFCI outlets to conform to code and insurance requirements, toilet repair, and overhaul of the bathroom fluorescent light fixtures. In light of the many budget pressures faced, the fiscally responsible course of action would be to keep the WGVHA strong financially and proceed with the 5% increase. That being said, most members are facing financial pressures of their own and would like to save a few dollars wherever possible. We all, as member/owners of the Association have paid our assessments over the years and have built the Association’s reserve funds. Based upon the preliminary numbers, the previously anticipated 5% increase for the 2010 assessment would bring the WGVHA budget back into surplus by about $250, however for 2010 the board feels keeping the assessment at the 2009 level is the appropriate action. Given the fact that this will cause a deficit budget, which could be exacerbated should there be any further foreclosures in the WGVHA, there is a very strong likelihood that Association Dues will need to be increased in 2011. A motion is made to maintain 2010 assessments at the 2009 level of $440 per year. The motion is approved unanimously.
Dates for the 2010 budget meeting are discussed. John Carter proposes the meeting be held December 17, 2009 at 7 pm at either the Wekiva Hunt Club Community Center or the public library. Greg Clifford will arrange the meeting place. Andy Williams will send out the required written notice along with the December 1st mailing. A motion to approve the above referenced budget meeting details is approved unanimously.
Discussion is held regarding the two board positions becoming vacant in January when both Greg Clifford and John Carter will have completed their three year terms and have chosen not to run again for office. A nominating committee chairperson must be selected, preferably not a board member. Steve Tretter and Greg Clifford will ask for volunteers amongst neighbors. Should there be no volunteers, Andy Williams has offered to chair the position. It is also discussed that notice / request for candidates should be sent out with the December 1st mailing.
John Carter suggests that we set a tentative date for the 2010 Annual Meeting. After a calendar review, Tuesday January 26, 2010 is selected. Greg Clifford will check with WHCCA and the library to secure a meeting place.
